Why is the example suitable for promoting institutional transformation? The tools were developed in the course of the implementation of gender mainstreaming in Sweden. They are therefore well adapted to the Swedish context. The examples line of action is structured as follows. Tools within the framework of the Gender Mainstreaming strategy are, accordingly, working materials which facilitate a thorough gender equality orientation. As tools are linked with specific work-stages of the respective actors, there are no generally-applicable tools for all situations.

Rather, tools must be constantly developed with the participation of the actors and with reference to them in order to adapt them to changed routines and procedural rules as well as to new scientific findings.

In the different phases of implementation, tools fulfil various functions, by means of which they support successful implementation.

Tools do not include documents with information on Gender, Gender Mainstreaming or gender perspectives in policy fields and subject areas. But such information can contribute to the development and application of good tools. Certain conditions must be met in the organisation itself for tools to be applied effectively: senior management must, within the scope of their management responsibility, bring about binding application on a formal level and ensure actual application by employees.
